The Biden administration on April 16 announced that the White House will host a special summit with members of the Association of Southeast Asian Nations (ASEAN) on May 12. Invitees include Philippine President Rodrigo Duterte, an unrepentant and undiplomatic architect of mass killings in the name of a “war on drugs” under investigation by the International Criminal Court.
